Jed McCain is the chief of police of Coronado Beach, Florida, a small East Coast oceanside community. One of his officers, a White man, pulled a Black man over for a broken taillight. When the man got out of his car, the officer thought he had pulled a gun and he shot and killed him. The man was unarmed.

Within forty-eight hours, the city was besieged with protestors threatening looting, violence and riots if the all their demands were not met. They wanted the mayor, city manager and McCain fired and the police officer involved charged with murder.

Adding to the pressure to investigate what happened, McCain has to contend with droves of reporters from around the world all demanding answers. The streets around the city hall and the police department were clogged with news and satellite trucks. Helicopters circled the small city center, gathering footage to add to the television and Internet broadcasts.
